THE FOLLOWING PROPOSALS TO APPEAR ON THE MAY 2, 2017 BALLOT TO BE VOTED ON IN KALKASKA COUNTY WILL INCLUDE:

 

 

 

ALL PRECINCTS:

 

KALKASKA COUNTY HOSPITAL AUTHORITY

MILLAGE RENEWAL AND BOND PROPOSITION

 

This proposal will renew 1.6 mills previously authorized to be levied on all taxable property in Kalkaska County that expired with the 2016 tax levy for capital improvements at the Kalkaska Memorial Health Center and allow the Kalkaska County Hospital Authority to issue its bonds in anticipation of such millage.

As a renewal of previously authorized millage that expired with the 2016 levy, shall a tax be renewed in the Village and Townships comprising the Kalkaska County Hospital Authority and the limitation on the amount of taxes which may be imposed on taxable property be increased by one and six-tenths (1.6) mills ($1.60 per $1,000.00 of taxable value), for ten (10) years, the years 2017 to 2026, inclusive, to provide funds to the Kalkaska County Hospital Authority to pay the costs of certain capital improvements, including, but not limited to:

  • Continue renovation, construction and equipping of Senior Services, including:
    • the conversion of long-term care rooms from semi-private to private rooms, and
    • additional renovation and construction for all rooms to be part of a smaller, homelike environment similar to those new homes opened in 2016;
  • Acquiring, constructing and equipping chemotherapy infusion services;
  • Acquiring, constructing and equipping a new Medical Office Pavilion that will allow for continued recruitment of family practice and specialty physicians;
  • Acquiring, constructing and equipping a Chronic Disease Clinic with a focus including but not limited to comprehensive diabetes care;
  • Renovation and expansion of the Emergency Department;
  • Remodeling, improving, equipping and reequipping existing hospital buildings and facilities and related sites;
  • Constructing and equipping a new main entrance to accommodate improved way-finding; and
  • Restructuring and expansion of parking facilities.

and, in anticipation of which millage the Authority may issue its bonds for the same purpose as the millage, in one or more series in the aggregate principal amount of not to exceed $10,520,000.

This millage would raise an estimated $1,182,977 for Kalkaska Memorial Hospital Authority in 2017.  The bonds shall be payable in not to exceed ten (10) years from the date of issue.  The estimated portion of the millage to be levied in 2017 to service the bonds is 1.60 mills ($1.60 per taxable $1,000 of taxable value).  The estimated average annual portion of the millage required to retire the bonds is 1.60 mills ($1.60 per $1,000 of taxable value).
