Zoning Board of Appeals

Powers of a Zoning Board of Appeals:

A. The Zoning Board of Appeals shall hear and decide questions that arise in the administration of The Zoning Ordinance, including the interpretation of the zoning maps, and may adopt rules to govern its procedures sitting as a Zoning Board of Appeals. The Zoning Board of Appeals shall also hear and decide on matters referred to the Zoning Board of Appeals or upon which the Zoning Board of Appeals is required to pass under a zoning ordinance adopted under this act. It shall hear and decide appeals from and review any administrative order, requirement, decision, or determination made by an administrative official or body charged with enforcement of a zoning ordinance adopted under this act. For special land use decisions, an appeal may be taken to the Zoning Board of Appeals.

The concurring vote of a majority of the members of the Zoning Board of Appeals is necessary to reverse an order, requirement, decision, or determination of the administrative official or body, to decide in favor of the applicant on a matter upon which the Zoning Board of Appeals is required to pass under The Zoning Ordinance, or to grant a variance in The Zoning Ordinance.

 

Shelly Major - Chairperson
Shelly has been on the Zoning Board of Appeals since 1998.  She also serves as the Secretary of the Planning Commission and is the Deputy Treasurer. 

Shelly worked for Forest Area Schools for 27 years in the transportation department and as teacher aide at the K-2 level.  After being injured on the job in 2002, she was forced into early retirement.

She has 1 daughter, Regina (Patrick) Farnsworth of Bear Lake, MI and 2 beautiful granddaughters, Desiree` of Bear Lake and Antonia of Habor Beach, MI.

Family and true friends are very important to her.  She also enjoys the tasks she performs for the township.

Floyd Weaver - Vice Chairperson
Floyd and his wife, Tina, have owned property in Garfield Township since 1982. In 1997, upon his father's passing, they bought the adjacent home place from his mother and have lived there since his retirement from the US Navy in 1999.

He has been on the Zoning Board of Appeals since 2000.

Floyd served our country for 25 years as a Naval Aviator. Floyd has a BS in chemistry from the US Naval Academy and has post graduate work in aviation safety and national policy. Cdr Weaver commanded an electronic warfare squadron flying the F-18 Hornet.

He and Tina have two sons. Computer programmer Eric lives in San Diego and realtor Kris along with his wife, Suzie, and their children, Kaitlyn and Austin, live in Virginia Beach.

Ruth Roy - Secretary
Ruth is a widow with 3 children, Austin, Lydia, and Zac. She is a 2 time National Champion in her division in Tae Kwon Do and does construction by trade.
She enjoys spending time with her family.
Ruth also serves on the Board of Review.
